How To Apply For Ohio TechCred Funding?

FAQs About Ohio TechCred

Eligibility for employers in Ohio extends to those registered with the secretary of state, possessing a physical presence within the state, and employing W-2 workers who are residents of Ohio. Entities of any size and from any industry are welcome to apply, but only one application per employer is accepted per application period. State of Ohio agencies are excluded from reimbursement eligibility. Furthermore, training providers cannot seek reimbursement for in-house trained employees; they must engage an external training provider if they intend to leverage TechCred for upskilling.

Eligibility for individuals in Ohio allows employers to seek reimbursement for credentialing current and/or potential employees. While specific individuals need not be identified in the funding application, employers must specify employees who have earned approved credentials when submitting reimbursement requests.

To qualify for reimbursement, employers must verify that credential earners are Ohio residents with a confirmed Ohio address. Individuals must be W-2 employees during the reimbursement request, excluding independent contractors or those classified as 1099 employees, as they are not eligible for this program.

For the purpose of application and fund distribution, the following employer size classifications will be used:

1-50 Employees: Small
51-200 Employees: Medium
201+ Employees: Large

The allocation of awards does not follow a first-come, first-served approach. Instead, employer applications will undergo a competitive evaluation process, considering the following criteria:

  • Level of economic distress in the employer’s region and the regional distribution of awards.
  • The extent of the employer’s contribution towards the credential costs.

The review of applications will be conducted in a competitive manner, ensuring a thorough assessment based on these criteria.

Once the application period becomes available, companies have the opportunity to seek eligibility by submitting their applications through TechCred.Ohio.Gov

Applicants will be required to submit the following information:

Reimbursements will be up to $2,000 per credential. Employers are eligible to receive up to $30,000 per funding round.

Credentials must adhere to the following criteria:

  • Industry-Recognized: This implies that the credential is actively sought or acknowledged by employers in the respective industry or sector. It should be recognized, preferred, or even required for purposes such as recruitment, screening, hiring, retention, or advancement. Additionally, industry recognition may involve endorsement by a nationally recognized trade association or organization representing a significant portion of the industry or sector.
  • Technology-Focused: A technology-focused credential places emphasis on the development of digital skills or STEM-related technical skills, contributing to economic productivity. Examples of such credentials include those related to software development, advanced manufacturing and construction technology, data analytics, cyber security, broadband, and 5G technology, as well as other emerging fields. These credentials are endorsed by the Technology Review of Educational Credentials (TECHREC) panel of experts and approved by the Chancellor of the Ohio Department of Higher Education.
  • Short-Term: Credentials must be completed in less than 12 months and involve fewer than 30 credit hours or 900 clock hours.
  • Responsible: Encouragement is given to online and distance-learning programs whenever feasible. In cases where in-person elements are necessary, employers and training providers must ensure compliance with guidelines from the Ohio Department of Health and the Centers for Disease Control and Prevention.

TechCred is crafted to adapt to the evolving workforce requirements of employers. Companies have the flexibility to propose additional credentials that align with the established eligibility criteria to be incorporated into the list of approved credentials. In the TechCred application process, employers can select “Credential Not Listed” and will be guided to provide the following details:

  • Credential Name
  • Indication of whether it is a Certificate or Certification
  • For Certificates: Number of Credit Hours or Clock Hours
  • For Certifications: Certification Issuing Body
  • Proof demonstrating that the competencies/skills taught or measured in the credential are technology-focused
  • Evidence showing the credential’s broader value beyond the submitting employer and its non-exclusivity to a single organization
  • Link to the Credential’s Website or Uploaded Syllabus/Brochure

In order to qualify for reimbursement, the training associated with approved credentials must commence on or after the Effective Date specified in the Grant Agreement and must conclude by the End Date of the same agreement. The Effective Date of the Grant Agreement is set as the first day of the month immediately following the conclusion of the last application period. Any costs incurred by the applicant before being granted eligibility and executing the Grant Agreement are undertaken at the applicant’s own risk.

Employers have the opportunity to receive reimbursement for expenses related to tuition, lab fees, manuals, textbooks, and certification costs, with a maximum limit of $2,000 per credential. The employer should bear these costs, and the employer, not the employee, can seek reimbursement.

To obtain reimbursement, employers are required to submit documentation within six weeks of an employee finishing the credential. Additionally, the credentials themselves must be concluded within 12 months from the date of the award.

To request reimbursement, employers that have been awarded eligibility must submit the following information at TechCred.Ohio.Gov:

Credential Documentation:

  • Proof that the individual has completed the specified credential, such as a copy of the certificate or certification uploaded as a .pdf file
  • Cost Documentation:
  • Invoices for costs incurred, which clearly identifies the cost of the credential
  • Proof of payment, which may include a canceled check, credit card statement detailing the date and the charge of the training, a copy of the company’s accounting record, or an invoice showing payment with a zero balance
  • Credential Earner Information:
  • Name (first and last)
  • Email
  • Last 4 Digits of Social Security Number
  • Date of Birth
  • County of Residence
  • Wage Prior to Credential
  • Wage After Credential is Earned
